Intelligence Information Services with 2012 External Sales: $5.5 billion and 17,400 employees is seeking a Director of Program ManagementThe Program Manager will be responsible for the leading the growth and execution of the Air Traffic Control Optimum Training Solution (ATCOTS) Program. This program provides training to the Federal Aviation Administration (FAA) air traffic controllers

The Program Manager reports directly to the Director II of Transportation Training and Integration Solutions and is located in Dulles, VA.

PRINCIPAL DUTIES:

  • Profit and loss responsibility to include proposal development, pricing, and detailed requirements development

  • Serve as the prime point of contact for the ATCOTS program with Raytheon senior program management, functional management, and the government customer

  • Control program risk through early collaborative identification and quantification of risks and through development and implementation of risk mitigation strategies

  • Develop and execute an Air Traffic Control training transformation roadmap

  • Create and capture international Air Traffic Control training opportunities

  • Conduct regular program evaluation and review meetings to identify current and potential problems and initiate actions for their resolution

  • Arrange and attend all customer meetings as required. Interface with the customer on technical issues, scheduling, and cost and respond to all customer technical and operational questions with appropriate assistance from functional organizations.

  • Lead the companys efforts to keep the program sold through proactive engagement and transparent communications across the customer stakeholder community

  • Expand program competencies to aviation consulting services to include air space redesign, procedure development, etc

  • Maintain regular liaison with all program contributors to ensure the necessary level of communication is in place to assure realization of their commitments

  • Approve and monitor major purchase orders and subcontracts. Approve make/buy decisions for the Program. Monitor and evaluate subcontractors performance to ensure cost, technical, and schedule requirements are met

  • Ensure that all contract deliverables and services are properly delivered to the customer for acceptance within the contractual schedule

  • Ensure all program budgets and business financial commitments are satisfied, and actively manage the program financial reserves and program scope in a manner appropriate

  • Efficiently managing New Business Investments across the product area

    The Program Manager will act as the liaison to business capture and strategy teams and develop practical and effective working relationships with other cross-business teams. This position will manage a team that will coordinate proposal preparation, statements of work and specifications, estimation of product/service costs, negotiation and administration of contracts.

    The Program Manager will oversee the performance of program functional task elements such as procurement, engineering, manufacturing, quality control, logistics, Six Sigma and administrative functions. This position will ensure organizational customer intimacy and be responsible for both engaging and guaranteeing customer contact on status and performance and anticipate and fulfill customer needs to ensure their satisfaction and continued business. This position will interface with and make presentations to business area and senior management as well as senior level internal and external customers and partners/teammates. The Program Manager will be responsible for strategic business and manpower planning.

    REQUIRED SKILLS:

  • B.S. / B.A. in a business/accounting/finance/engineering discipline and 14+ years program management experience managing complex projects/programs in a including five years of project engineering/management, program management or other supervisory responsibility.

  • Demonstrated knowledge of aviation and Air Traffic Control operations.

  • Demonstrated leadership and expertise in Air Traffic Control training and/or training. transformation management

  • Proof of successful prior leadership on complex projects on contracts valued at $200M

  • Must be thoroughly familiar with program management and product development and production.

  • Working knowledge of program management financial fundamentals, including 5 year plan, Annual Operating Plan (AOP), budgets, Earned Value Management System (EVMS), New Business Investment (NBI) and Estimate to Complete / Estimate at Complete (ETCs / EACs).

  • Ability to obtain Earned Value certification.

  • Strong risk management and earned value management skills.

  • Certified or completing certification, in Program Management (For internal candidates, Raytheon Level 3 or equivalent certification or the ability to obtain within 12 months)

  • Experience establishing and maintaining good working relationships in all levels of the organization, including customers, prime contractor organizations, subcontractors, internal management, and support organizations.

  • Strong leadership and communication skills, including negotiations experience.

  • Leading an effective project control system for developing, managing, analyzing, and reporting workload and budget, cost, schedule, and APL performance.

  • Proficient in MS Office products to include Word, PowerPoint, Project and Excel.

    DESIRED SKILLS:

  • Masters Degree in a business/accounting/finance/engineering.

  • Operational experience and understanding of the National Airspace System (NAS) and NexGen roadmap.

  • Experience in interfacing with the FAA Academy, Regional and field locations, and Headquarters to deploy a system, service, or solution.

  • Experience interfacing with National Air Traffic Controllers Association (NATCA) union or other large union.

  • Strong coordination, organization, teaming and communication abilities.

  • Demonstrated success in creating innovative solutions as needs arise, a visionary who understands processes and how to reach and attain long term goals.

    SPECIAL REQUIREMENTS:

    Must be able to travel as much as 50% of the time.
