MAJORDUTIES

· As the senior staff policy expert andsource for integrated policy and/or integrated automated capability across theenterprise provides integrated technical guidance and assistance in a widerange of major and non-major acquisition programs and products/platforms whichmay also include other contract administrative services such as cost,production/manufacturing, supply chain, quality, earned value and industrialbase issues.

· Responsible for policy, training, and toolson the integration and analysis of contract and program surveillance data toprovide an integrated view of contractor performance, predict futureperformance, and make actionable recommendations about future contractperformance.

· Ensure functional components accomplishdeep analysis; assemble metrics, data and reports that uncover root causes ofperformance failures. Promote synergistic integration of analysis. Work withthe Major Program Support Division to provide the Portfolio Management andIntegration Division PM&I with deep analytical products that predict futureperformance & recommend solutions regarding MDAP Program Performance.

·  Reviews, analyzes, and provides input tovarious policy and guidance issued from Department of Defense, OSD (AT&L)and DCMA HQ. Interprets, clarifies, disseminates and facilitates execution ofpolicy and direction across the Agency, as required. Formulates plans, policiesand strategies to achieve HQ, objectives and to support customer identifiedoutcomes related to platform or program requirements. Assures regulatorycompliance is fully implemented. Anticipates and plans for implementation ofnew regulations.

·  Interacts regularly with the Agency technicalfunctional branch chiefs and Component Directors to resolve problems and toprovide the required credibility and assurances that the Directorate and Agencyare meeting established objectives. Prepares and presents briefings; providesregular status reporting. Chairs, or serves as member of various IntegratedProduct Teams.

Specialized experience: To qualify,applicants must possess one year of specialized experience equivalent to thenext lower grade/level (GS-13).Specialized experience is defined as: Experience in program management relatedto major weapon systems acquisition. Experience with automated capability development related to toolsrequirement gathering, testing and development and/ or automated informationsystems.  Experience presenting senior-levelbriefings and preparing reports. Experience working within a team in a multi-functional programmanagement environment.

Other Requirements:

·  Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Requirement, which is 52 weeks of Federal Service at the next lower grade (or equivalent).

·  Applicants must meet basic eligibility requirements such as Time in Grade, minimum qualifications, and other regulatory requirements by the DATE THE REFERRAL IS ISSUED.

·  This is a Defense Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at Level III within 24 months of entrance on duty.

·  You will be required to provide proof of U.S. Citizenship.

·  Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

·  One year trial/probationary period may be required.

·  Must sign a mobility agreement if selected.

·  Must comply with Drug Abuse Testing Program requirements.

·  Must file annual financial statement.

·  Ability to communicate orally and in writing.

·  Direct Deposit of Pay is required.

·  Must be able to obtain and maintain a Secret security clearance.

Interagency Career Transition Assistance Program (ICTAP).  The Interagency Career Transition Assistance Plan (ICTAP) provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.  If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if:  1) this vacancy is within your ICTAP eligibility, 2) you apply under the instructions in this announcement, and 3) you are found well-qualified for this vacancy.  Well-qualified is defined as meeting all of the minimum qualification standards and eligibility requirements as well as possessing skills that clearly exceed the minimum qualification requirements for the position.
