INTERNATIONAL TRADE SPECIALIST at Arlington

JOB SUMMARY:

The U.S. Trade and Development Agency (USTDA) helps companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies. USTDA links U.S. businesses to export opportunities by funding project planning activities, pilot projects, and reverse trade missions while creating sustainable infrastructure and economic growth in partner countries.


Area of Consideration:

Current career or career conditional Federal employees and former Federal employees with reinstatement eligibility.  Veterans who are eligible under the Veterans Employment Opportunities Act of 1998 (VEOA) may apply as well.  To be eligible under the VEOA, applicants must be preference eligibles or have been separated from the armed forces under honorable conditions after three or more years of continuous active service.

Persons eligible for non-competitive appointment under special authorities (e.g., Veterans Recruitment Appointment [VRA]), Severely Disabled, 30% or more compensably disabled veterans, Peace Corps returnees, etc.)  Such individuals need not be current or former Federal employees.

As a Country Manager you will be responsible for developing and maintaining Agency program strategies for pursuing economic development opportunities.  You will identify, assess, and evaluate the potential of large scale development projects to promote U.S. Exports and job creation.  You will develop and maintain business relationships with embassy officials, government officials, and private sector representatives in the U.S. and assigned countries.

·  You will travel to the region periodically to work with the host country to identify activities that are consistent with their development priorities and that meet USTDA assistance requirements.

·  You will evaluate project proposals for feasibility and recommend those that are viable for funding consideration.

·  For funded activities, you will draft appropriate grant and contract documents.

·  You will represent the Agency in a variety of settings, such as with U.S. and international agencies, foreign governments, embassies, and foreign businesses.

GS-9 Qualifications:

At least one year of specialized experience equivalent to the GS-7 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.

Specialized Experience:

Examples of specialized experience include:

·  Experience providing substantive research services with respect to international projects using economic indicators and market trends in key sectors, such as energy, transportation, telecommunications, agribusiness, and environment.

·  Experience with foreign assistance programs that promote U.S. exports.

·  Experience providing services and research related to project development in related areas of expertise.

·  Experience developing and maintaining project tracking systems for the purpose of recommending changes in strategies that can lead to more efficient operations.

GS-11 Qualifications: 

At least one year of specialized experience equivalent to the GS-9 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Specialized Experience is experience in or related to provided U.S. foreign assistance to developing and/or middle income nations.  Such experience typically includes work identifying, assessing, researching economic development indicators and market trends in key priority sectors, including energy, transportation, telecommunications, or environment, and recommending development opportunities and activities, primarily of non-complex project proposals or other work that provided breadth or depth of experience analyzing the economic, financial, business, and/or trade factors considered in making development decisions.

Examples of specialized experience include:

·  Experience providing substantive research services with respect to international projects using economic indicators and market trends in key sectors, such as energy, transportation, telecommunications, agribusiness, and environment.

·  Experience with foreign assistance programs that promote U.S. exports.

·  Providing services and research related to project development in related areas of expertise.

·  Experience providing research on international trade, technical and economic trends.

·  Experience providing foreign assistance, trade policy, commercial development, finance, banking, or other activities that contribute to the development of infrastructure initiatives or other similar initiatives requiring capital investment.

·  Development and maintenance of business relationships with U.S. and foreign private sector representatives and government officials in the development of major infrastructure projects.

·  Professional-level industry-specific research related to infrastructure and large-scale development projects.

GS-12 Qualifications:

At least one year of specialized experience equivalent to the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.  Specialized Experience is experience performing advanced level work in foreign assistance, trade policy, commercial development, finance banking, or other activities that provided depth and breadth of exposure to the factors and issues that must be evaluated before large scale development assistance activities are undertaken.  Such experience must demonstrate ability to assess the full range of technical, financing, export, and trade issues related to determining the feasibility of economic development activities requiring significant capital investment, such as large infrastructure projects in transportation, power, information and communications technology, port security, and aviation security.

 

Examples of specialized experience include:

 

·  Experience providing foreign assistance, trade policy, commercial development, finance, banking, or other activities that contribute to the development of infrastructure initiatives or other similar initiatives requiring capital investment.

·  Development and maintenance of business relationships with U.S. and foreign private sector representatives and government officials in the development of major infrastructure projects.

·  Professional-level industry-specific research related to infrastructure and large-scale development projects.


A combination of education and/or experience may substitute for the specialized experience requirement.

 

Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.

 

Education GS-9

A masters degree or equivalent degree or two full years of progressively higher level education leading to such a degree or an LL.B or J.D., if related.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.  Typically qualifying fields of study include:  international relations, international economics, international business, international trade, or business administration.

Education GS-11

A Ph.D or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree or an LL.M, if related.  Such education must demonstrate the knowledge, skills, and abilities to perform the duties of this position.  Typically, qualifying fields of study include international relations, international economics, international business, or international trade.

To qualify based on education, submit a copy of your transcript or list of courses with credit hours, majors, and grade point average or class ranking.  Application materials will not be returned.  You can receive credit for education received outside of the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.

Education alone will not substitute for experience at the GS-9/11 levels unless you meet the requirements of the mandatory Selective Factor.

Education GS-12

Education alone will not qualify for the GS-12 level.  You must meet the specialized experience and selective factor requirement.

 

SELECTIVE PLACEMENT FACTOR:

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position.  If you do not meet the SPF, you are ineligible for further consideration.

 

The SPF for this position is: Experience providing administrative and substantive research service with respect to foreign assistance programs that support U.S. commercial goals.

 

All requirements must be met by the closing date of the announcement.
