SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (NETWORK) at Fort Belvoir

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013. An employee in this position MAY be subject to furlough. If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

 

About the Position:  This position provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; ensures the integration of IT programs and services with business needs through monitoring and fine-tuning performance of the systems environment to meet service/operational level agreements; develops solutions to integration and interoperability issues; interprets and implements applicable Army regulations regarding project approval, work management, and work classification; establishes related installation policies; and develops and reports estimates of budget requirements to higher management, including direct and integral support to Fort Belvoir and the National Capital Region.

  • You will serve as the Chief of the Fort Belvoir Network Enterprise Center Networking and Switch Division, with responsibility for installation, configuration, testing, implementation, and management of the systems environment in support of the Information Technology (IT) architecture and operational unit business needs.
  • You will be responsible for managerial oversight of the operation and maintenance of the LandWarNet (both NIPRNET and SIPRNET), Defense Research and Engineering Network (DREN), Continuity of Operations Plan (COOP) implementation, Cable Plant construction, installation, and maintenance/management (to include Outside Plant copper and fiber optic cable installation and repair, horizontal wiring for customer buildings for data and voice), 24x7x365 network monitoring, and supervision and managerial oversight of network engineering, network operations, administration, and maintenance supporting all tenants and organizations on the installation.
  • You will serve as the focal point for management, oversight, and control of the Telecommunications Network, GIG-E Backbone, and network transport systems.
  • You will review and provide comments to policy and regulations issued by higher command authorities, e.g., Defense Information Systems Agency (DISA), Department of the Army, Network Enterprise Technology Command (NETCOM), U.S. Army Information Systems Engineering Command (ISEC), etc.; and distribute new regulatory requirements to installation tenants and assist in the development and compliance of local directives, policies, and procedures relative to network services.

    In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    Experience required: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-13). Specialized experience is defined as: work that involves ensuring the integration of IT programs and services with business needs through monitoring and fine-tuning performance of the systems environment to meet service/operational level agreements; developing solutions to integration and interoperability issues; interpreting and implementing applicable Army regulations regarding project approval, work management, and work classification; establishing related installation policies; and developing and reporting estimates of budget requirements to higher management, including direct and integral support to the installation.

    You must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    ATTENTION TO DETAIL:  Applicants must be able to review moderately complex data from multiple sources and determine relevant information to a given situation.  Draft, edit, and disseminate written reports and status updates that are factual, timely, and relatively error free.

    CUSTOMER SERVICE:  Maintains relationships with customers with diverse needs.  Provides moderately technical or complex information about products and services.  Assesses customers needs and identifies products and/or services to meet their needs.  Resolves fairly complex or non-routine problems, questions, or complaints; directs the most complex problems, questions. or complaints to the appropriate person.

    ORAL COMMUNICATION:  Communicates, explains, or defends complex information technology ideas and information clearly and adapts to the audiences level of knowledge.  Thoughts are well organized.  Listens to others, and recognizes potential miscommunications.

    PROBLEM SOLVING:  Uses logic to identify alternatives to solve complex or sensitive technological problems; anticipates problems and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Knowledge and use of Information Technology Network Operating Systems
    • Knowledge and use of Voice-Over-Internet Protocol and Voice-Over-Secure Internet Protocol
    • Knowledge and use of Asynchronous Transfer Mode Networks
    • Knowledge and use of Installation Information Infrastructure Modernization Program (I3MP)
    • Skill in engineering and designing Synchronous Optical Networks
    • Skill in engineering, designing, and managing solutions that involve Internet Protocol (IP) encryption and TACLANE encryptors
    • Skill in operation and management of Virtual Private Network
    • Ability to implement Continuity of Operations Plan (COOP) as it pertains to Networking and Transmission Systems
    • Ability to Communicate Orally and in Writing

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

    Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).

    Completion of Civilian Education System (CES) Advanced Course and Network Enterprise Center Leadership Course is required within two years of coming aboard. 

    1. The employee must obtain and maintain at a Top Secret security clearance.
    2. This position is designated as Critical-Sensitive IT-I for Information Technology purposes.
    3. This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station.
    4. The employee may be required to work overtime.
    5. Call back and emergency duty are regular requirements of this position.
    6. This position is designated as mission essential position. The employee maybe required to remain on duty or report for duty during severe weather or other installation closings.
    7. The employee must have or be able to acquire System Administrator (SA)/Network Manager (NM) certificates within two years of coming aboard.
    8. This position requires lifting and moving computer equipment weighing up to 40 pounds.
    9. Must possess a valid motor vehicle driver’s license.
    10. This position requires the employee to have the ability to discern colors, contrast, and depth.
    11. This position is mission-essential (M-E). In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the M-E duties until relieved by the proper authority.  The incumbent or the designated alternate may be required to take part in readiness exercises.  This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore the position is designated key, which requires the incumbent or designated alternate to be screened from military recall status.
    12. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers and the like may be expected.
    13. May be required to wear a personal digital assistant (PDA) or cellular telephone and maintain a working home telephone at all times.
    14. This position is covered by the Civilian drug testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
    15. This position is required to report financial condition status annually using Office of Government Ethic form 450 (OGE-450).
    16. Moving expenses will NOT be paid.
    17. This position is in Career Program 34.
