As an accounting technician with the U.S. Army Corps of Engineers (USACE), Middle East District (MED). The incumbent of this position performs Accounting Technician duties associated with updating, maintaining, and controlling accounting records and files; and reviewing, researching, analyzing, reconciling, and reporting accounting data. This position is located in Winchester, VA.
This is a term appointment Not to exceed 13 Months.
This position is a TERM position. It is temporary and may be extended up to a maximum of four years.

The major duties of this position include, but are not limited to the following:
Monitors accounts payable and receivable for serviced offices. Initiates follow-up emails, letters, and other actions to pay invoices and to collect bills.
Serves as program coordinator for the government travel card program. Completes all reports, reviews, and analysis related to the program. Input cardholder data in the Corps of Engineers Financial Management System (CEFMS) to ensure the required usage of split disbursement is available to process travel vouchers.
Establish and execute deployment and redeployment briefings related to the Government Travel Charge Card (GTCC) Program. Opens all mail and sorts invoices. Invoices are date stamped and given to the individuals responsible for receiving reports. Reviews commercial invoices and supporting documentation prior to submittal to the USACE Finance Center for disbursement. Verifies the completion of all packages with necessary signatures and determining timeliness to avoid payment of Prompt Pay Interest Penalties.
Receives collections for appropriation funds, appropriation reimbursements, appropriation receipts, general fund receipts, repayment to the revolving fund, and deposit fund receipts. Determines if cash received is an item of collection for the District and if not, forwards to the proper office. Determines proper category of collections and lists appropriate accounts for crediting receipts on Cash Collection Voucher prior to forwarding to Finance Center.
Certify funding on temporary duty travel orders established in CEFMS ensuring proper fund utilization and entitlements.
Reviews, researches, analyzes, reconciles, and reports accounting data.
Responds to telephonic and walk-in requests for assistance with GTCC issues and other issues relevant to the organizations area of responsibility.

To qualify for the GS-7 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-6). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience may include the following:
Researching, reviewing, analyzing, reconciling, and reporting accounting data;
Analyzing accounts that are affected by a diversity of transactions to maintain, and control appropriated fund accounts;
Applying accounting procedures to enter, modify, retrieve, and delete information in an integrated financial management system; and
Utilizing computer systems and software in support of accounting operations, file maintenance, and preparation of analyses, charts, graphs, spreadsheets, and a web-based automated travel system.
Executing, processing, and evaluating travel authorizations and vouchers.
