Program Analyst at Arlington

This Program Analyst position is located within the Naval Air Systems Command (NAVAIR), Corporate Operations Group (7.0), Command Strategic Leadership Support Department (7.1), Strategic Operations Division (7.1.1), Command Operations Support Branch (AD 7.1.1.2), within the Naval Air Warfare Center Aircraft Division.  The Corporate Operations competency is responsible for policy and program direction, management services, and planning and administering programs for the effective and economical utilization of the Command’s total corporate resources.  This position will provide business and program management support the Joint Strike Fighter Program office and will be physically located in Crystal City, Virginia.

  • Provide program management officials with evaluative materials needed to plan and monitor execution of the Joint Strike Fighter Program.

  • Conduct business data analysis of assigned program information to develop recurring and ad hoc reports.

  • Utilize working knowledge of administrative laws, administrative laws, policies, regulation and precedents applicable to Business Operations/Contracts Program management (e.g. FAR, JTR, FTR, etc.) to ensure program compliance.

  • Analyze agency functions and activities being considered for conversion to contract operations.

  • Review administrative audit and investigative reports to determine appropriate changes or corrective actions required.

  • Record, track, and follow-up on all JSF program-level actions (e.g. data calls, actions from briefs, etc.).

  • Provide budgetary support to include Contractor Support Services budget development and acquisition processes.

  • Assist in creating, updating, and enhancing internal Integrated Program Team acquisition documents for JSF program.

  • Develop and utilize financial management spreadsheets to monitor overall project health in terms of schedule, cost, risks, and performance.

  • Utilize tools and techniques of process identification and continuous process improvement in addressing program management problem and issues.

  • Interpret intent of new or revised policy and guidance promulgated by higher authorities.

Your resume must demonstrate at least one year of specialized experience at the DA-04 Pay Band or equivalent GS-Grade Level (GS-11/12) or equivalent Pay Band in the Federal service or equivalent experience in the private or public sector.

 

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Therefore, specialized experience for this Program Analyst position must demonstrate all of the following: (1) Establishing, monitoring, and maintaining contract project financials; (2) Demonstrated work experience in analyzing, coordinating, and gathering facts associated with business operations and contract management for an organization; (3) Facilitating procurement activities and documentation requirements to meet project/program objectives; and (4) Providing line managers, staff members, higher level officials, and stakeholders with objectively based and technical information (e.g. cost, schedule, and performance;) for making decisions on administrative and programmatic aspects of agency operations and management.
