This position will have primary responsibility for management and mentoring of a team of business analysts involved with the elicitation, documentation and analysis of detailed business requirements for software development projects and enhancements; also includes development of As-Is and To-Be business process models, requirements validation activities, consensus building, requirements management and static testing. Responsible for alignment of staff to effectively execute the analysis function in support of a dynamic portfolio of project and system enhancement work. Reviews and evaluates work focusing on continuous improvement in processes and methods. Confers with and advises staff on problem solving, priorities, and best practices. Preferred candidates will have a strong background in software development, business requirements development and hands-on experience in a leadership role supporting all aspects of requirements development & management
Primary duties may include, but are not limited to:
Provide oversight, direction and hands-on assistance as needed for business analysts through all phases of requirements development and end-to-end requirements management
Provide guidance, training, and mentoring on all aspects of requirements development including gathering, validating, analyzing and documenting the stated business requirements, and the creation of the project use cases, visual models, requirements specifications, and reports
Provides guidance and input for business analyst as required to agree on the strategy & approach to be employed for development, documentation and management of requirements
Mentor business analysts in all aspects of developing high quality business requirements including use of Best Practice techniques
Develop staffing models and manage resource capacity
Assists in management of all risks associated with the requirements and takes preventative action as required
Establish strong working relationships with other areas supporting requirements development activities and engage them as needed to ensure quality outcomes
Utilize KPIs to continually improve the services provided to the enterprise; works to streamline processes, reduce hand-offs, decrease cost and increase overall effectiveness of the organization
Develop and define consistent and effective processes and implement requirements best practices to improve quality and efficiency
Hire, train, counsel, coach and evaluate performance of direct reports and establish standards for effective job performance
SKILLS & COMPETENCIES:
Thorough knowledge in the business analysis function, requirements management and best practices
Demonstrated proficiency in development of use cases and business process flows
In-depth business requirements experience including proven management, supervisory, or leadership experience
Extensive knowledge of the Systems Development Life Cycle (SDLC) methodologies, Rational Unified Process (RUP) process framework.
Advanced level of expertise with IBM RequisitePro
Proficiency with the MS Suite - Outlook, Word, Excel, Visio, PowerPoint
Ability to effectively interface with management at all levels and subject matter experts as well as contacts outside the organization (as needed)
Experience working within a highly matrixed organizational structure
Outstanding verbal and written communication skills. Ability to deliver complex information in clear, concise, and relevant manner using appropriate media.
Job Requirements
Required:
Bachelors degree, preferably in software engineering, information systems, computer science or related field
4-7+ years experience in leading or managing teams in requirements capture, management and analysis activities along all phases of the software development life cycle, including conducting user interviews, leading and facilitating JAD sessions, and developing business process models and formal specifications.
Preferred:
Masters degree from an accredited college/university
Consulting experience
Strong health care business and functional domain knowledge
Technology background and experience
IIBA CBAP certification and/or PMP
