About the Position:
This position is located withinthe Directorate of Emergency Services, Fire Protection and Prevention Division,Fort Lee, Virginia.
Thisposition has been identified by Department of Army and approved by the UnderSecretary of Defense for Personnel and Readiness as a covered primary, rigorousposition for special retirement coverage as identified in 5 CFR 831 Subpart Ifor CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage.
Departmentof Defense (DoD), in accordance with 5 USC 3307, has determined an individualmust be appointed to their first/original appointment into a DoD position thathas been identified and approved as a primary firefighter no later than thelast day of the month in which they became 37.
Anindividual who is past the maximum entry age (37) who previously served in anapproved primary position may be reinstated to a covered primary positionprovided they meet the applicable qualification requirements AND will be ableto complete a total of 20 years of covered service as a firefighter by the lastday of the month in which they become 57.
Departmentof Army, Assistant G-1 for Civilian Personnel Policy may approve an exceptionto the maximum entry age (37) for original entry into a primary coveredfirefighter position. Exceptions shall be extremely rare and based only on acompelling hardship to the mission. Thewritten request will be approved by Department of Army. Should an exception begranted, the employee shall be separated on the last day of the month in whichhe/she completes 20 years of service.

The primary purpose of this position is to serve as aLead Firefighter responsible for a major piece of firefighting equipment andits regularly assigned crew of three or more firefighters engaged in structuralfirefighting and rescue operations and the reduction and/or elimination ofpotential fire hazards. The incumbent also:
· Leads a crew of four to eight firefighters assigned to man a major piece ofmotorized firefighting equipment such as a pumper, aerial ladder truck in thefirefighting and rescue operations.
· Directs driver-operator or drives to the scene of the fire following apredetermined route or selecting an alternate when necessary, and positionsvehicle considering factors, such as wind directions, sources of water, andhazards from falling structures.
· Directs assigned crew in the performance of crash/rescue and structuralfirefighting duties for a variety of facilities which may include researchand/or large industrial complexes; and the performance of Basic Life Supportduties.
· Leads assigned crew and perform emergency rescue of personnel and a varietyof first aid measures to alleviate further injury and prepare the victim(s) fortransport to a medical facility.
· Assigns crew members to perform maintenance of firefighting equipment andfire stations facilities and performs functional tests and inspections.
· Complies with health, safety, and environmental rules and procedures andperforms work in a manner that enhances the safety of the work environment.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1)controlling or extinguishing fires as a member of an organized military,industrial, volunteer, or governmental fire department or brigade; (2) rescueoperations; (3) detection, reduction, or elimination of potential fire hazards;(4) operation of fire communications equipment; (5) controlling hazardousmaterials incidents and/or (6) developing, implementing, or providing trainingin fire protection and prevention.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas:

2. Must be certified as a Virginia and/or National Registry Emergency MedicalTechnician-Basic or higher. NOTE: Based on the Agreement andUnderstanding between IAFF Local F-287 and IMCOM, DES, Fort Lee , if selected,your certifications must be reviewed by the Virginia Office of Emergency Medical Services(VOEMS), to determine equivalency to the EMT-Basic levelwhich is required for this position. This requirement must be completedwithin three months of assignment.
3. Must maintain certification as a Virginia and/orDepartment of Defense fire Officer I, Fire Inspector I and Fire Instructor I.
4. This position requires a pre-employment firefighters physicalexamination and passes an annual firefighters physical examination IAW NFPA1582.
5. This position requires you to meet all physical fitnessrequirements as directed by current regulatory guidance.
6.Work requires a valid state drivers license, successful completion of anemergency vehicle operators course, and a U.S. Government motor vehicleoperators license.
7.This position is subject to recall after normal tour in cases of emergencies,maintain staffing or in the interest of the government. Normal tour of duty isseventy-two (72) hours per week.
8. This positionrequires a pre-employment drug test as a condition of employment.
9.Position is designated emergency essential.
