- KEY REQUIREMENTS
- U. S. Citizenship is required.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- Relocation Expenses WILL NOT be paid.
- Overnight travel of 1-5 nights per month may be required.
- Appointment is subject to availability of funds.
- Shift work may be required.
- Develop and apply quality assurance research techniques to assess, improve or guide internal cybersecurity requirements, such as gathering risk analysis data and coordinating, planning and executing infrastructure and cyber-related products and projects.
- Give technical and personal guidance, in addition to using technical expertise and problem solving skills, to develop new projects and programs; and conduct challenging work with database management systems.
- Give technical support to computer personnel and users throughout the organization engaged in the development and implementation of the systems and subsystems required to meet data processing needs; works with end users to establish and enforce database standards, procedures, and guidelines.
- Develop and maintain analytical procedures to meet changing requirements and ensure maximum operations.
- Manage the production of high-quality papers, presentations, recommendations and findings for senior leadership, state and local and private sector partners.
To qualify at the grade GS-13, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) applying, advanced IT principles, concepts, methods, standards, and practices to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout an organization; (2) developing plans and schedules, estimating resource requirements, and defining milestones and deliverables; (3) ensuring the integration of IT programs and services, and developing solutions to integration interoperability issues; (4) designing, developing, and managing systems that meet current and future business requirements; and (5) communicating orally and in writing in order to present technical requirements to non-technical personnel, and prepare and present briefing materials. NOTE: Your resume must show where, when and how you performed these duties.
Applicants must also have IT-related experience demonstrating each of the four competencies listed below.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
New employees must serve a one year probationary period.
