This position is located in the Intelligence Division, Office of Special Intelligence, Program Support Unit (NSAU) in Merrifield, Virginia.
The incumbent is the primary advisor on all administrative operations in the Office of Special Intelligence. Responsible for planning and providing guidance relating to financial management activities, procurement, supply, and contracting activities.
Reviews and carries out the property management programs to include inventory and surplus actions.
Serves as the Contracting Officers Technical Representative (COTR) for contractors relating to administrative support for the Office of Special Intelligence.
Initiates and prepares requisitions for supplies, equipment, information technology items, and duplicating services. Provides administrative support related to fiscal expenditures, facilities, space management, travel, telephone services, and supplies.

QUALIFICATION REQUIREMENTS:
GS-07: One year of specialized experience equivalent to at least the GS-05 Federal grade level as a trainee that involves assisting in providing administrative support related to personnel management, property management and other general administrative support functions; OR
one full year of graduate level education OR superior academic achievement (In the upper third of your graduating class; received a 3.0 or higher out of a possible 4.0; or a member in one of the national scholastic honor societies); OR
a combination of both, experience and education.
GS-09: One year of specialized experience equivalent to at least the GS-07 Federal grade that involves researching, interpreting and applying regulations pertaining to financial management, property management, space management and personnel management; preparing well-researched and logically organized presentations; maintaining effective records, and providing guidance on general office services; OR
a Masters or equivalent graduate degree or 2 full years graduate level education leading to such a degree for an LL.B or J.D., at least two years graduate level education with courses such as program evaluation and design, resource management, and program implementation; OR
a combination of both, experience and education.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to provide advice and liaison support for managing administrative functions in an organization including human resources, budgeting/finance, and general office services.
2. Ability to communicate in writing.
3. Ability to communicate effectively other than in writing.
4. Ability to plan and execute work.
5. Skill in interpreting and applying guidelines, policies, and procedures.
