Established in 2009, Cherokee Nation Healthcare Services (CNHS) provides medical supplies and a wide range of services, including financial recovery, patient appointing, recruiting, credentialing and placement of clinical, administrative and housekeeping personnel for numerous federal agencies and commercial clients. Duties:
The Health Analyst shall provide subject matter expertise to assist with the Performance Triad by facilitating the performance evaluation working group, providing and reporting leading industry, evidence based, and academic practices. The health analyst assists in the development and execution or the program evaluation plan and participates in all analyses.
Assist the activity, nutrition, and sleep working group to conduct literature reviews to help inform performance triad leadership in leading practices. Supports the development, implementation, and sustainment of the performance evaluation logic model. Provides recommendations to inform performance triad leadership on expected short, medium, and long term program effects based on health behavior theory and current research. Based on literature reviews and leading industry practices, generate defensible and appropriate evaluation plans in collaboration with SME to recognize, plan for, and mitigate methodological limitations. Prioritize executable measures of performance and effectiveness.
Utilize existing qualitative data collection tools (e.g., interview and focus group guides) the contractor will pretest all tools to optimize accuracy and understandability by target audience. Prepare survey tools to measure program execution and effectiveness using validated measures of activity, nutrition, and sleep. Using subject matter expertise, prioritize measures for inclusion in the performance triad evaluation plan. Utilize technology to ensure ease of data collection. Ensure protection and ethical treatment of participants and health and personally identifiable information. Submit evaluation plans through proper human protections boards.
Support data collection efforts, to include but not limited to: coordinate and manage field data collection efforts, plan logistics of data collection to minimize impact on training schedule, provide training and oversight to focus group facilitators and note takers. Contractor will assist in quality control of program evaluation datasets. Utilize appropriate software to enter, merge, clean, and maintain program evaluation data. Provide expert advice regarding analysis plan based on available data. Analyze program evaluation data. Utilize appropriate qualitative and quantitative analytical techniques. Triangulate data from multiple sources.
Report program evaluation findings to performance triad leadership with consideration of diverse audiences to include but not limited to senior leaders, line leaders, program operators, scientific community through a variety of communication products. Recommend programmatic changes based on evaluation findings to improve program execution and effectiveness. Develop plan for monitoring implementation of programmatic recommendation.
Provides the following reports: site specific and aggregate Program Evaluation interim and final reports: AARs related to field studies and data collection processes, executive summaries and memorandums of key findings, graphical and tabular representations of quantitative data, actionable recommendations to inform program development and delivery based on findings. Submit abstracts, manuscripts, and slide decks for appropriate venues. A final report will include relevant program evaluation metrics, accomplishments, and limitations prior to the end of the contract.
Integrates performance evaluation training plan and training calendar into an operational environment to execute at the implementation sites; map the performance evaluation plan to the overall performance triad plan; and leverage technology to ensure training and messaging is delivered through multiple medias (video, social media, power point presentations, information papers, newspaper articles, posters, website updates, online videos, one page overviews, etc). Training materials include but are not limited to: tip cards, pocket guides, weekly messaging, and training packages.
Coordinates and communicates to ensure adequate resources are available at the implementation sites to execute the training plan; consolidates and executes guidance from senior leaders into the training plan; and coordinates with activity, nutrition, and sleep leads along with industry experts to assist with successful obtainment of the performance evaluation working group’s goals.
Assist in the development, refinement, analysis, and interpretation of: demographic data, focus groups and survey questions, healthcare, implementation, individual and programmatic performance, and effectiveness metrics.
Provide activity, nutrition, and sleep leads with information to guide their strategic messages to assist with the successful implementation of the overall performance triad strategic objectives. This includes assisting in the development of talking points and support documents for senior leaders and Congressional requests. Assists in developing an executable strategy in order to implement the activity, nutrition and sleep training plan Army wide.
As a subject matter expert, the contractor participates and attends daily updates and provides the government with a daily EXSUM. Participates and attends weekly working group meetings; updates weekly IPR slides, and attends weekly briefings to senior leadership. Every other week the contractor shall meet with the military leadership at the implementation sites via teleconference or VTC. Monthly the contractor participates and attends the monthly VTC with the FORSCOM units.
Contractor shall provide the following reports: daily EXSUM by close of business, weekly quad chart and information paper by close of business on Friday. A monthly program evaluation report will be provided to the government to help document lessons learned are captured throughout the process by the 5th working day after the end of the month. A final report will be provided to government to summarize how performance evaluation can be utilized to obtain performance triad strategic objectives; to include relevant program evaluation metrics, accomplishments, and limitations prior to the end of the contract.
