The contractor shall provide on-site classification management support to the JSFPO in Arlington, VA. This subtask may involve routine CONUS travel. The contractor shall coordinate and oversee all activities involving the classification of program information and material to include, but not limited to, the following:
- Manage and maintain all DoD Contract Security Classification Specification Forms (DD Form 254). FAR 53.204-1 requires that a DD Form 254 be incorporated in each classified contract. The DD Form 254 provides the contractor (or subcontractor) with the security requirements and classification guidance that is necessary to perform on a classified contract. Historically, JSF maintains over 150 prime/subcontractor DD Form 254s. The contractor shall provide classification management support services to include, but not limited to, the following:
- Draft all new DD Form 254s for JSF prime contractors and support contractors. Historically, five to ten new DD Form 254s have been required to be drafted on a weekly basis.
- Update and revise any current DD Form 254s as requirements change. Update all security information from each approved DD Form 254 into the JSF Security Database.
- Annually review all DD Form 254s to ensure the information is accurate and compliant; in addition, monitor the contract PoP to ensure the DD Form 254 security requirements remain valid when option periods are exercised.
- Obtain and maintain a current copy of the PWS/Statement of Work (SOW) supporting each DD Form 254.
- Validate and maintain a record of each contractors Facility Security Code (FSC), the facilitys clearance authorization, and storage level authorization with the Defense Security Service (DSS) Industrial Security Facilities Database (ISFD), prior to issuing any DD Form 254s.
- Ensure all contractors who access JSF Program classified information have a current DD Form 254.
- Review all DD Form 254s (originals and revisions) that authorize SAP access for the prime contractors (Lockheed Martin (LM) and Pratt & Whitney (P&W)) and their subcontractors. Obtain JSFPO Security Director/Deputy Security Director and PSO signatures prior to returning to prime contractors for distribution or forwarding to a contracts support company (whichever is applicable).
- Maintain all JSF collateral and SAP Security Classification Guides (SCGs). SCGs are documents issued by the Original Classification Authority (OCA) that provide derivative classification instructions. A SCG describes the elements of information that are required to be protected and the level and duration of classification. The contractor shall provide SCG support services to include, but not limited to, the following:
- Biennially coordinate a review of the JSF collateral (currently three (3)) and SAP SCGs (currently seven (7)) and update the SCGs as required. The contractor shall perform the following:
- Initiate and attend the biennial review with appropriate Government, prime contractor, and subcontractor Subject Matter Experts (SMEs).
- Update the SCGs with results from biennial review.
- Submit the updated SCGs to the appropriate OCA for approval.
- Once final approval is obtained the contractor shall distribute to all parties on the SCG distribution lists.
- Coordinate any SCG change or clarification requests submitted by the Government, prime contractors, or subcontractors. Historically, anywhere from ten (10) to fifteen (15) changes/clarifications are required annually. The contractor shall perform the following:
- Coordinate and obtain input from the appropriate SMEs.
- Draft a response to the change/clarification request.
- Submit the response to the appropriate OCA for approval.
- Once final approval is obtained, distribute to all parties on the SCG distribution lists.
- Biennially coordinate a review of the JSF collateral (currently three (3)) and SAP SCGs (currently seven (7)) and update the SCGs as required. The contractor shall perform the following:
- Develop new SCGs when new JSF programs are created. Historically, two (2) to three (3) new SCGs are created annually. The contractor shall provide SCG development support services to include, but not limited to the above.
- Review all public release requests to ensure they are marked appropriately. Public release requests include articles, videos, photos, or other media submitted to the JSF Public Affairs Office (PAO) for public release. Public release requests are submitted on an ongoing basis. The contractor shall provide public release request support services to include, but not limited to, the following:
- Review public release requests to ensure they do not contain any classified or sensitive information.
- Suggest alternative verbiage when necessary.
- Return all public release review requests to PAO with required updates for final approval.
- Work closely with the PAO on any new release processes or procedures that are established.
- Update the Security Operations Manual as required to ensure the public release process is current.
