About the Position:
Positions within the Army SexualHarassment/Assault Response and Prevention (SHARP) Program are the Armys"frontline forces" in the fight against sexual assault and requiresignificant trust. It is Armys goal that employees inSHARP positions meet the highest standards of character, conduct, and personalintegrity. In order to ensure that only employees with appropriate backgroundsserve in these important positions, the Department of Army is currentlydeveloping guidance which may require selectees for SHARP positions undergoenhanced background checks. In addition to the checks specified below,selectees may be required to be screened against additional law enforcementagencies, former employers and other records maintained on militaryinstallations, if available. Selectees will be informed of any necessaryadditional checks and specific screening requirements once they are finalizedand/or prior to the screenings being conducted. Sexual Harassment/AssaultResponse Program provides awareness and prevention, training and education,victim advocacy, response, reporting and follow up for sexualharassment/assault issues. Army promotes sensitive care, advocacy, treatment,reporting options for victims of sexual harassment/assault and accountabilityfor those who commit these crimes.

The employee is an integral member of the SexualHarassment/Assault Response and Prevention (SHARP) program for the employingCommand. The incumbent develops training materials and conducts traininginstruction for the SHARP 80-Hour Certification Course which trains SexualAssault Response Coordinators (SARC) and Victim Advocates (VA), those who haveSHARP administrative responsibilities and those external to the program who areinvolved in SHARP. Once certified as a SHARP Trainer, incumbent will have theresponsibility to train and certify new hire SHARP Trainers as required.Incumbent will also have the responsibility of providing SHARP Senior LeaderBriefs (SLB) to newly assigned Command Teams and Senior Leaders within yourcommand and provide SHARP Annual Unit Refresher Training (URT) as required.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
Work which involves preparing training objectives and lesson plans;administering tests in a controlled environment; developing course materialsand aids; presenting training materials in a classroom or lecture basedenvironment; reviewing materials for correction and updating; and monitoringtraining courses for effectiveness.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas:
· Knowledge of Lesson Plan Development
· Skill in Evaluating Training Material
· Ability to Provide Instruction
· Ability to Develop Course Material

To qualify based on education in lieu of specialized experience,applicants must possess a completed a Ph.D or doctoral graduate degree or 3full years of progressively higher level graduate education leading to such adegree in education or a subject matter related to Training Instruction.Combining Education and Experience: Combinations of successfully completedpost-high school education and experience may be used to meet totalqualification requirements for the GS-11 grade level, and may be computed byfirst determining the applicants total qualifying experience as a percentageof the experience required for the grade level; then determining the applicantseducation as a percentage of the education required for the grade level; andthen adding the two percentages. The total percentages must equal at least 100percent to qualify an applicant for that grade level. Only graduate educationin excess of the amount required for the next lower grade level may be used toqualify applicants for positions at that grade level. (When crediting educationthat requires specific course work, prorate the number of hours of relatedcourses required as a proportion of the total education to be used.)

Conditions of Employment:
Personnel security investigation required. Position isnon-sensitive and requires a personnel security investigation on apost-appointment basis only.
Successful Completion of an 80 hour Sharp Course and must completeall requirements to obtain DoD Certification within 6 months of hire.
This position requires successful screening through the NationalSex Offender Registry.
Individuals may be screened against some or all of the following:Army Substance Abuse Program, Army Inspector General files, Army CriminalInvestigation Command/Crime Records Center, the Army Central Registry, recordsmaintained in the Army Military Human Resources Record and/or OfficialPersonnel Folder including adverse action files and other records maintained onthe installation that may be relevant.

Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.
