The IT Specialist (Systems Analysis) in this position will support higher graded specialists to ensure the proper execution of the IT Systems Engineering Lifecycle (SELC) Implementation and Operations Maintenance (I&O/M) stage, responsible for engagement with the Data Center, support the configuration management and change control processes, and disposal of IT systems. Specifically, the IT Specialist (Systems Analysis) will:

  • Support stakeholders and team members to ensure proper I&O/M management, planning and documentation for all phases of the SELC
  • Apply a wide range of IT principles, concepts, methods, standards, and practices to provide technical advice and guidance on multi-faceted IT issues
  • Conduct a wide variety of logistical engineering analysis and operations research assignments to develop logistic standards and instructions that serve as guides for program implementation
  • Discuss results, problems, plans, suggestions, terms, or conditions with others to identify solutions and resolve problems
  • Read and understand IT system technical materials such as system requirements, Version Description documents, Operational Readiness Review memos, etc.

To qualify at the GS-12 grade level, you must meet the following requirement:

One full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) Translating customer business requirements into specifications for systems design; 2) Identifying risks in systems design; 3) Preparing test plans to ensure that implementation matches design; and 4) Revising design specifications to respond to changes in requirements.

To qualify at the GS-13 grade level, you must meet the following requirement:

One full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors. This experience must include activities such as: 1) Evaluating the feasibility of systems design methodologies for meeting the design requirements; 2) Identifying and evaluating potential systems design approaches in order to mitigate risks; 3) Recommending most beneficial implementation approaches; and 4) Conducting implementation activities for deployment of new or improved information systems.


BASIC IT COMPETENCIES

In addition to the specialized experience described above, in order to be found qualified for a Federal Information Technology position you must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume.

1. ATTENTION TO DETAIL: Reviews moderately complex data from multiple sources and determine relevant information to a given situation. Drafts, edits, and disseminates written reports and status updates that are factual, timely and relatively error free.

2. CUSTOMER SERVICE: Maintains relationships with customers with diverse needs. Provides moderately technical or complex information about products and services. Assesses customers needs and identifies products and/or services to meet their needs. Resolves fairly complex or non-routine problems, questions, or complaints; directs the most complex problems, questions, or complaints to the appropriate person.

3. ORAL COMMUNICATION: Communicates, explains or defends complex information technology ideas and information clearly and adapts to the audiences level of knowledge. Thoughts are well organized. Listens to others, and recognizes potential miscommunications.

4. PROBLEM SOLVING: Uses logic to identify alternatives to solve complex or sensitive technological problems; anticipates problems and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.


Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

New employees must serve a one year probationary period.

This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.   • Knowledge of systems analysis concepts, techniques and best practices
  • Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems
  • Knowledge of technical processes of systems engineering work
  • Ability to communicate effectively orally
  • Ability to communication effectively in writing
